The catch: LSA verification is strict, category availability is limited, and ranking is driven by review volume, response rate, and lead dispute discipline. This is the practical guide to running LSA in the UAE, written for owners and marketing directors who want an honest read on eligibility, expected cost per qualified lead, and what it takes to keep an account winning. What is Local Services Ads?
Local Services Ads (LSA) is a Google Ads product for local service businesses. It appears at the very top of the search results on both desktop and mobile, above Search Ads and the Local Pack, with the business name, phone number, service area, review rating, and a Google Guaranteed or Google Screened badge. You pay per lead, not per click: only when a prospect calls, messages, or books from the ad.
Two badge types:
- Google Guaranteed: for home services categories (cleaning, plumbing, HVAC, locksmiths, pest control, moving). Google backs the guarantee up to a monetary cap (typically the equivalent of AED 7,000 to AED 9,000 depending on market) if the customer is unhappy with the work and the dispute meets Google's criteria.
- Google Screened: for professional services categories (lawyers, financial planners, real estate services). Google verifies licensing, background checks, and business insurance rather than backing the work financially.
UAE example: a Business Bay plumbing operator moved from Search Ads-only at AED 22 per click and AED 340 per booked job to LSA-led at AED 55 to 90 per lead and AED 180 per booked job inside 60 days. Costlier lead unit on paper; the badge's trust signal closed the gap and then some.
Compliance note: the badge is a regulated Google asset. Displaying it outside the LSA product (a website hero, a Meta ad, a van decal) violates Google's terms and risks suspension. Use it only where Google renders it.

Which UAE categories qualify?
LSA availability is category and market-specific. The UAE list is narrower than the US or UK equivalent. Currently or historically supported in UAE markets: cleaning, plumbing, electrical, HVAC, locksmith, moving, pest control, legal (immigration and family), financial planning, real estate services. Unsupported at the time of writing: general medical clinics, most automotive repair, tutoring, event planning.

Forcing a category Google will not verify is wasted effort.

Common mistake: applying under a general services category when a specific eligible sub-category exists. Google routes leads by category matching, so a mis-categorised profile receives fewer and less-qualified leads even after approval.
Verification: what to prepare
LSA verification is where most sign-ups stall. Google requires evidence the business is legitimate, licensed, insured, and (for regulated categories) that providers are background-checked. UAE applicants lose the most time here, usually because documents are prepared reactively as Google requests them.
Prepare in advance:
- Trade licence (Dubai DED, DMCC, DAFZA, Abu Dhabi DED, Sharjah SEDD, RAK ICC, or the relevant free zone authority) issued to the entity that will own the LSA profile.
- Public liability insurance: minimum AED 500,000 for home services, AED 1,000,000 for higher-risk categories such as HVAC or electrical.
- Professional licence per practitioner for regulated categories: DHA or DoH for medical, UAE Bar Association or emirate legal practice licence for lawyers, SCA for financial planners, RERA for real estate.
- Background check consent for named providers, routed through Google's third-party verification partner. Consent signed by each individual, not the business.
- Address verification via utility bill or Ejari (Dubai) or Tawtheeq (Abu Dhabi) tenancy contract in the business name.
Verification takes 1 to 4 weeks depending on category, backlog, and document readiness. Background check alone runs 10 to 14 days for regulated categories.
UAE example: an RAK moving company we onboarded submitted six drivers for background check with Emirates IDs and consent forms in one batch, alongside the trade licence and an AED 1,000,000 public liability policy. Compliance note: insurance policies must name the operating entity as the insured party and must be current for the full period the LSA account runs. Expired policies mid-flight suspend the ad unit until a renewed certificate is uploaded.
Common mistake: uploading a personal professional indemnity policy when Google asks for business liability. The two are not interchangeable, and Google's verification team rejects the wrong policy type roughly 40 percent of the time in our observation.
Verification troubleshooting: what to do when your LSA application stalls
A stalled application is almost always one of five problems. Diagnose fast and the fix takes days, not weeks.
- Entity mismatch between trade licence and LSA application. Resubmit under the legal entity name exactly as it appears on the trade licence, including LLC, FZ-LLC, or SPC suffixes.
- Insurance under-scoped. Coverage below AED 500,000, missing public liability line, or insured party name mismatch. Request a corrected policy schedule from the insurer.
- Background check consent not submitted per provider. Google needs a signed consent per named individual. Circulate consent forms to every named provider and resubmit as a batch.
- Address verification failure. P.O. box addresses, virtual offices, and mainland licences with free zone Ejari all fail. Provide a utility bill in the operating entity name at the physical service address.
- Category mismatch. Applying under a category not eligible in the UAE. Check the live category list first, or move budget to Google Ads Management and Local SEO if no eligible category exists.
Escalation: if the application sits in review for more than 21 days with no document requests, contact Google Local Services support via the LSA dashboard and request a specialist review. Silent applications are often waiting on internal reviewer allocation; a specialist review request unblocks them within 48 to 72 hours.
Common mistake: resubmitting the same documents after a rejection. Rejections come with a reason code; read it and change the document before resubmitting.
How LSA ranking works

Not every LSA lead is qualified. Categories of disputable leads:
- Booked for wrong service (customer wanted plumbing, you are an electrician).
- Outside service area.
- Spam (auto-dialler, no genuine intent, obvious test call).
- No answer or no follow-through (customer never responded after connecting).
- Pricing-only enquiries with no intent to book (customer asked for a quote and disappeared without engagement).

- Your service area is too broad to reach in under 45 minutes. Distance is a ranking factor; LSA rewards tight catchments over thin coverage.
